Incursion rats don't show up in mission pockets. The biggest concern, if the bar is not full, is that you take a penalty on your ship's resists and damage, and half the bounty for any rat is lost.

Buy the materials. Pay for them by doing something slightly more profitable than mining for 6 months to make ~1 billion ISK, like level 4 missions. That way you should be able to cut this endeavour down to maybe 3 months.

Similar problem to n0rman, if I run the manufacturing list, All blueprints, Tech 2, I no longer get entries marked with the blue background indicating that I own the T1 BPO. I don't know if that's a bug or intentional. Either way, it's not ideal.
